Ship Reporting Services

The aim of this work package is to develop and demonstrate automatic exchange of information from ship system to shore systems according to Solution 2 of the IMO Strategic Implementation Plan (SIP) for enavigation. The IMO e-navigation Strategic Implementation Plan identifies five solutions for e-navigation. Solution 2 concerns electronic ship to shore reporting and Solution 5(9) concerns communication of the VTS Services Portfolio. Maritime Services Portfolio (MSP) is a concept that expands upon Solution 5 and is broader in scope. STM BALT SAFE will address both these solutions.

 

When a ship is in her voyage it must report data and information when passing given geographical lines in a Mandatory Ship Reporting systems, and at given times prior to arrival to port. The same dataset must manually be reported several times during a voyage, being both time consuming and often superfluous in a digital age.

 

The WP aims to demonstrate a concept with an automatic exchange of mandatory reporting information.

 

The voyage plans of the ships can be a trigger to detect when and where a ship passes a geographical lines, or estimates times (eg. 72 hours, 24 hours) prior to arrival will be developed. These mechanisms will be used to trigger the shore request for onboard data. Onboard personnel will hence be able to refocus their attention to navigation rather than filling out lists, forms and e-mails as the process is done automated. Data pulled from the ship will be transferred into the on-shore systems for further use or distribution to relevant shore based stakeholders.
